This comes from a well-known English picture book "Peregrin and the goldfish" or the German "Die Fischreise".
The young Peregrin sits here on the back of the fish while it swims in the water.

Tom Seidmann-Freud (17 November 1892, Vienna, Austria - 7 February 1930) was an Austrian painter, children's book writer and illustrator. In 1898 she moved to Berlin, Germany.
Seidmann-Freud moved to London to art school in 1911 when she finished school. She concentrated on Art Nouveau picture books.
Between 1918 and 1920 Seidmann-Freud lived in Munich, Bavaria.
