Wikipedia: "Maasbeeld (1983) in Rotterdam is a sculpture by Auke de Vries at the northern side of the Maas river, near the Willemsbrug (Willem's Bridge) Locals call it 'The Clothesline'

The entire installation is 182 meters in length, and consists of steel cable and a variety of abstract elements which hover above the water.
At high tide one sphere floats in the water. Wind and waves make the installation come to life."
