In German, the phrase "alle Tassen im Schrank haben" means that someone is in their right mind. However, if you say that someone is "out of their depth", you mean that this person is behaving unreasonably, crazy or strangely. The origin of this idiom is not clear, but there are some interesting theories. One of them says that the word "cups" was derived from the Yiddish word "toshia", which means "mind". Another theory relates to the idea that cups in the cupboard metaphorically stand for the prerequisites needed to act rationally. In this sense, the poster makes particular sense in the kitchen.
