I came across this fan hanging on a wall in Orissa, India.
It was made of an organic material because within the sect where it was used, no animal materials or materials of animal origin were allowed to be used.
It was a community or sect composed purely of men.
The sect was maintained by the neighbourhood residents who provided them with food.
You could think of it as a kind of monastic community.
