A brother or friar is a male relative, where the kinship is created by having a common mother and father.
Brothers who have only one parent in common are called half-brothers.
A stepbrother is a brother from another marriage of one of the parents than the one from which one is descended. This happens for example when a widow marries a widower. Stepbrothers have no common father or mother and are therefore no blood relatives.
A brother-in-law is a male in-law, where the kinship is by marriage of the person himself, a brother or a sister. Brothers-in-law do not have a common father or mother and are therefore not blood relatives.
