The abbreviation ICM stands for 'Intentional Camera Movement'. This is consciously moving the camera while taking a picture. By shooting with a slower shutter speed and moving the camera at the same time, you can take creative photos.
While a camera's shutter is open, the sensor captures both light and movement. By moving the camera while working with a shutter speed of half a second or longer, you get unexpected and unusual results. Even a small but quick hand movement can have a big impact on the image. Movement is often done along the direction of a main line present, but it is really a matter of trying, trying and trying. Choose a direction, rotate or vary the shutter speed or speed of movement. There are no rules, this is really about finding a style you like.
