Normally cobwebs are not always visible when dry. You barely see it and you only notice the threads when you walk through them and the threads tickle sticky. In times of humid weather, such as fog or rain, the wires become more visible. Here it had just rained and the raindrops stayed on the web of the cobwebs, leading to an abstract weather image.
